In 2002-3 Steve Tatham worked alongside the American military in the Gulf coordinating the huge media offensive that preceded and accompanied the invasion of Iraq. He witnessed hoes, in advance of the invasion; the US Administration recognised the need to win over public opinion in the Arab world through a concerted ‘hearts and minds’ campaign. However, as fighting intensified, Tatham, the Royal Navy’s spokesman on the Coalition operation, gradually became aware of how badly the Arab media were treated, in particular the personnel of Al-Jazeera satellite TV, whose Baghdad offices were attacked by tank lire.
The mounting death toll among both the military and Iraqi civilians and the emerging post-occupation insurgency prompted American media managevirtually to ignore Arab journalists, Focusing instead on a largely acquiesces US press. Moreover the broadcast by the Arab media of images of dead and captive US servicemen led the Bush administration to demonise such channels and accuse them of anti-Western bias.

This useful book describes the effects of the US-British occupation of Iraq. Iraq’s economy and society are in ruins. The authowrite, “The informal economy, corruption in government ministries, lax controls over contractors, preferential treatment for US based transnational, the insurgency, compensation and debt are combining in crippling fashion.”
The occupation has promoted sectarian strife. The US has been “playing off the centre against the periphery, playing off political parties against tribes and other embedded leade… the outcome has been a lack of a truly national, integrative political process which subordinates the local.” In sum, “The fragmentary nature of the Iraqi state, partial as a mechanism of order and weak as a service provider, has been instrumental in the alignment of populations with groups rooted in principles specific to a sect.”

The US and Britain have a long history of engaging in counter-insurgency for repressive purposes, either directly or in conjunction with military, paramilitary and militia forces in other states. Central aspects of the conduct of the US and those it has backed in Iraq – such as imprisonment without due process, disappearances, torture, impunity and indiscriminate use of force – are characteristic of the coercive counter-insurgency it has been involved with in places such as Vietnam, Central America, Colombia and Afghanistan.”

Frontier of Faith examines the history of Islam, especially that of local mullahs, in the North-West Frontier, a largely autonomous zone straddling the boundary of Pakistan and Afghanistan, from the late nineteenth century to the present. Haroon’s book is also highly relevant to the present, given that the area in question is now said to be the likely hiding place of Al Qaeda and its local Afghan and Pakistani allies. The Tribal Areas was established as a strategic buffer zone for British India, but the impact of colonial rule was minimal. The autonomy that resulted emphasised the role and importance of the local mullahs, who jealously protected the powers they accrued to themselves. After the partition of India in 1947, the Tribal Areas maintained its status as an autonomous region in both the Afghan and Pakistani imaginations and cartographic descriptions. The mullahs contributed to armed mobilisations over the next half century, in return for which nationalist actors protected their vested interest in regional autonomy. Thus the region became the hinterland of successive, contradictory jihads in support of Pakhtun ethnicism, anti-colonial nationalism, Pakistani territorialism, religious revivalism, Afghan anti-Soviet resistance, and latterly anti-Americanism. Haroon s book is thus essential reading for all those wishing to understand the Pakistan-Afghanistan borderlands today and the role played there by the mullahs and their allies.
