About the Author

Sarah J. Diehl is a senior editor with the Center for Nonproliferation Studies (CNS) at the Monterey Institute of International Studies. She also coordinates the CNS website and advises the center on publications. She holds a B.A. with highest honors and distinction in English and Creative Writing and a J.D. from Stanford University. After eight years in legal practice in San Francisco, she joined CNS in 1994. She has served as managing editor of the Nonproliferation Review (1994—2000) and edited a number of other CNS publications, including the center’s Occasional Paper series.Dr. James Clay Moltz is associate director and research professor with the Center for Nonproliferation Studies at the Monterey Institute of International Studies. He also directs the Newly Independent States Nonproliferation Program at CNS. He is a specialist in Russian and U.S. nuclear issues, space weapons/ missile defense issues, nuclear submarines, and Northeast Asian proliferation problems. Following service as a staff member in the U.S. Senate, Dr. Moltz earned his Ph.D. in political science from the University of California-Berkeley. He held prior academic positions at Duke University and the University of California—San Diego before joining CNS. From 1993 to 1998, he served as editor of the Nonproliferation Review and as CNS assistant director. He has advised the Department of Energy on Russian policy issues. Dr. Moltz is the author of numerous book chapters and articles in such journals as Arms Control Today, Asian Survey, and World Politics and is coeditor of The North Korean Nuclear Program: Security, Strategy, and New Perspectives from Russia (2000). His opinion pieces have appeared in the Los Angeles Times and New York Times
