PROVINCIAL GOVERNORSHIP UNDER THE CALIPHATE AND UMAYYADS

This book constitutes a significant contribution to the field of Islamic political historiography through its rigorous comparative examination of the office of governorship (wilāyah) across three seminal epochs: the Prophetic period, the era of the Pious Caliphate (al-Khulafā’ al-Rāshidūn), and the Umayyad dynasty. By systematically assessing the practice of provincial governance against the foundational principles established during the Prophetic era—principles subsequently consolidated and operationalised under the Rāshidūn—the study elucidates the complex interplay of continuity, adaptation and structural transformation that characterised the evolution of Islamic governance.
Grounded in the theoretical framework of the classical jurist Abū al-Ḥasan al-Māwardī, the work critically analyses the essential dimensions of political administration. These include the requisite personal qualifications of governors, their adherence to theological precepts and ethical conduct, the procedural norms governing their appointment and dismissal, the scope of their delegated authority, and their administration of fiscal, economic and social policies. This integration of classical political theory with historical practice lends significant conceptual clarity and scholarly rigour to the analysis.
The study further illuminates the points of convergence and divergence in the implementation of central directives, the exercise of gubernatorial discretion, and overall administrative efficiency across successive regimes.
